Medicaid Managed Care – Implementation Analysis

Description

Under a contract with the Agency for Health Care Administration, the Louis de la Parte Florida Mental Health Institute conducts an annual evaluation of various aspects of Medicaid managed mental health care plans throughout the state of Florida. One component of this evaluation is an implementation analysis to document and describe the nature of managed care interventions and how they have been implemented in various areas of the state. The overall objective of the implementation analysis is to provide a descriptive context for the other components of the Medicaid mental health managed care plan evaluation which focus on access, cost, quality, and outcomes. Through semi-structured interviews and an electronic mail survey sent to key stakeholders within managed care organizations and service provider agencies, the implementation analysis is designed to: 1) detail the financial, structural, utilization management/prior authorization processes, and service delivery aspects of the managed care plans; 2) describe the successes and challenges in the ongoing implementation of Medicaid managed care; and 3) provide contextual information for the other studies within the larger evaluation.
