The Ecology of Outcomes was developed by researchers with the System Accountability Study at the Research and Training Center for Children's Mental Health at Florida Mental Health Institute (FMHI) at the University of South Florida. The goal of the System Accountability Study is to better understand the impact that utilizing measurable outcomes such as school attendance, juvenile justice recidivism, and out-of-home placements has on the planning and delivery of children's mental health services.
The Ecology of Outcomes is a framework designed to provide a foundation for the utilization of information with the goal that outcome information can provide opportunities for learning and self-correction in decisions regarding service planning. The System Accountability Study is currently involved in an investigation of the best practices and challenges of three mental health systems with established systems of outcome accountability which will be published in 1997 as a monograph titled Building Systems of Outcome Accountability: Experiences from the Field.
The System Accountability Study is part of the System Accountability Project for Children's Mental Health which includes Information Pathways, a study of the factors affecting information usage at the local level in the Texas Children's Mental Health Plan, technical assistance to systems developing systems of outcome accountability, the Michigan Outcome Identification Project, and regional outcome accountability workshops designed to help states organize, develop, manage, and use outcome information to improve service planning and delivery. In addition, a special issue of the Journal of Mental Health Administration focused on outcomes and system accountability in children's mental Health is planned for publication in late 1997.
